Have to agree with you, it's a nice song but not an impressive one. And yes, they did make it look like it was eyes meeting across the dance floor with interest and intention. Looked like a low-budget video, just enough for a few local location shoots but that's it.
It was a two-day shoot and they flew out Barlow for it, so I'm not sure it's as low-budget as you think. I think that "they" were hoping that the two together would blow it up but the song just wasn't strong enough for that. I saw one critic say it sounded more like a Take That song than a Robbie Williams song, and maybe that's the crux of it.
Yes, that could be. I also thought the scenes in the video were boring -- walking down the street, sitting in a bar, etc. Like they were boring middle-aged blokes. Not how I think of either of them!

Brokeback Mountain was about average blokes. If they were their full-blown selves, the parody wouldn't have worked.
